Reflection of the impact of ESIF programs on the equality of men and women at labour market

„Reflection of the impact of ESIF programs on the equality of men and women at labour market“ is a project implemented by the Czech Women’s Lobby since 1st of March 2018 with the support of the Cohesion Fund through the Operational Programme Technical Assistance (OPTA).

The aim of this project is an evaluation of results and goals of the Partnership Agreement (PA) in a field of gender equality in the programming period 2014–2020. The solution is the Partnership Agreement that identifies the support of gender equality and non-discrimination as one of the key priorities ensuring consistency with the Europe 2020 strategy. The main identified problems and development needs described in this document include difficult reconciliation of private and working life and an unequal position of women in the labor market.

What activities will be implemented in this project?

1. System change theory

Examining the hierarchy of relationships between the PA-OP-Call-Project for all relevant calls. The aim of document analysis will be to map the links between supported projects and their connection to the set calls, and its output will be an evaluation of the focus of calls versus the supported projects in the context of the PA.

2. Evaluation of the Partnership Agreement

Evaluation of experience with the announced calls by project beneficiaries and implementers. The output will be a subjective evaluation of the impact of OP projects and instruments on the position of women and men in the labor market and also a discussion on the evaluation of the impact of OP projects and instruments, the impact of calls, projects and activities or tools on gender equality in the labor market and mapping of the grey areas in the topics of calls.

3. Influence of the specific projects on gender equality - examples from experience / case studies

Evaluation of the impact of selected projects on gender equality. The analysis will be focused on how specific projects contributed to the achievement of the PA goal through the perception of project staff and project target groups. The goal will be to get a subjective assessment of the impact of projects on social change with the aim to gain good and bad experience examples..

4. Evaluation of the setting of the gender equality horizontal principle in projects

Evaluation of the impact of the gender equality horizontal principle on gender equality in the labor market. Based on the analysis of horizontal principles in approved projects, we will get an overview of the HP application and fulfillment examples that will be the basis for discussion of HP's impact on gender equality.

5. Systematic data collection in the area of gender equality within ESIF funds

Establishment of a universal methodology for continuous, systematic and effective mapping of beneficiaries' knowledge of the impact of supported OP projects and horizontal principles on gender equality in the Czech Republic.
